Bill defeated at Second Stage
The Dáil rejected the Electricity Regulation (Climate Action and Connection to Distribution and Transmission Systems) Bill 2025 at Second Stage on 30 September, voting 65 Tá to 78 Níl. The question was whether the Bill should be read a Second Time; the motion was lost.
The Bill was a Private Members’ measure sponsored by Ciarán Ahern. Its defeat means it did not pass this Second Stage question in the Dáil.

What the Bill proposed
In the debate on 24 September, Ahern said the Bill would amend the Electricity Regulation Act 1999 to give the Commission for Regulation of Utilities power to impose climate-related requirements as a condition of connection to, or use of, electricity transmission and distribution systems.
He said the CRU could require applicants to take measures to address greenhouse-gas emissions or advance the national climate objective. Ahern described the proposed measures as those that would “avoid, prevent, reduce, offset or abate” emissions.
