Resolution carried in the Dáil
The Dáil carried Financial Resolution No. 4 on tobacco products tax by 110 votes to 48 on 6 October 2026. The question put to TDs was: “That Financial Resolution No. 4 be agreed to.”
The division concerned excise on tobacco products. The vote took place as Budget 2027 tax measures were being announced, including an increase in the duty on cigarettes and other tobacco products.

The excise duty on cigarettes is being raised Minister for Finance Simon Harris has announced he is increasing the excise duty on a pack of 20 cigarettes by €1, with a pro-rata increase on other tobacco products.

RTÉ reported that Minister for Finance Simon Harris announced a €1 increase in excise duty on a pack of 20 cigarettes, with a pro-rata increase on other tobacco products. It reported that duty on vape products would rise by 20 cents per millilitre from 1 January 2027, adding €2 to the cost of a 10ml bottle.
The Asthma Society welcomed measures to make tobacco and nicotine products less affordable and accessible. It said taxation was only part of the response and called for sufficient investment in services supporting people who want to quit.
