What CivCom actually does
CivCom is an advisory committee, not a military command and not a meeting of EU heads of government. It advises the EU's Political and Security Committee on the civilian side of crisis management.
Its work includes preparing advice and planning documents for civilian missions, monitoring how those missions are carried out, and making recommendations on civilian capabilities and strategy. Representatives of all EU member states sit on the committee, which normally meets each week in Brussels.
