Two votes carry the motion
The Dáil passed an amended motion on neutrality and the Triple Lock on 23 September 2026. The motion, moved by Deputy Donnchadh Ó Laoghaire on 16 September, set out positions on military neutrality and overseas deployments.
The amendment was carried by 81 votes to 73. The question, “That the motion, as amended, be agreed to”, was then carried by 80 votes to 74. The two results were recorded separately.

The case made for neutrality
The motion described neutrality and non-alignment with military blocs as cornerstones of an independent Irish foreign policy. It said the Triple Lock had supported Ireland’s contribution to international affairs, including disarmament, humanitarian work and UN peacekeeping.
The text also argued that the Triple Lock does not prevent evacuating Irish citizens from conflict zones, appropriate training or humanitarian missions. It called for investment in the Defence Forces and said Ireland should be “strong on defence and strong on neutrality”. These statements formed part of the motion’s case for its position.
