How the State’s debt is measured, and the funds the State invests in. Definitions come first, because the measures are not interchangeable.

Definitions

Different measures answer different questions. Compare like with like.

  • General Government Debt

    A broad measure of what the whole of general government owes, used for European comparisons.

  • National Debt

    What the State owes through the Exchequer, as managed by the National Treasury Management Agency. It can be reported gross or net of cash and other assets.

  • Debt servicing

    The interest and costs of carrying the debt in a period. It is a cost, not the size of the debt.

State investment funds

When figures are shown they will separate contributions, withdrawals, investment returns and asset value at a stated date.

  • Future Ireland Fund

    A State fund for long-term savings.

  • Infrastructure, Climate and Nature Fund

    A State fund for infrastructure, climate and nature investment.

  • Ireland Strategic Investment Fund

    A State fund that invests for economic return in Ireland.
